<description><![CDATA[The key to adapting to the rapid fire events in the wood import industry in the last year has been the ability to be nimble and ready to embrace change.&nbsp; That certainly was the case on November 5th when the U.S. International Trade Commission voted by a 5-0 vote to find no injury to domestic industry in the final phase of its antidumping and countervailing duty investigations on hardwood and decorative plywood from the People’s Republic of China. &nbsp;<br>&nbsp;<br>What that vote means is there will be no antidumping (AD) and countervailing duty (CVD) orders imposed on imports of hardwood and decorative plywood from China into the U.S.&nbsp; By the time you read this, the written decision will have been published in the Federal Register sometime around November 25th.&nbsp; That will start the clock ticking on a possible appeal, which must be made within 30 days.&nbsp; Meanwhile, the Commerce Department will also publish a notice terminating the case and instruct CBP to release all AD and CVD duty deposits.&nbsp;&nbsp; Be sure to check out iwpawood.org for updates on when these documents are published.<br>&nbsp;<br>The domestic industry petitioners can appeal the ITC decision to the Court of International Trade.&nbsp; The mandatory respondents can also appeal the decision of the Department of Commerce – but that would be put on the back burner (stayed) until the Court rules on the ITC decision.&nbsp; Confused yet?&nbsp; The bottom line is that no duties will be collected during any appeal – which could take a year or two.&nbsp; If the ITC decision is overturned, the duties wouldn’t be retroactive. &nbsp;<br><br>Another bit of big news is that the California Air Resources Board (CARB) is holding a workshop on November 20th to get input on a new draft of the CARB rules for formaldehyde emissions on composite wood products.&nbsp; So now our industry has new proposed U.S. EPA rules and new proposed CARB rule changes to keep an eye on.&nbsp; Both agencies are looking to expand the current program to cover those who laminate.&nbsp; If you sell, import or manufacture these products you need to be paying attention. &nbsp;<br><br>IWPA will have a deep dive into both proposed regulations at the next IWPA Convention in St. Petersburg, Florida on March 5-7, 2014.&nbsp;&nbsp;&nbsp; We have invited CARB and EPA to discuss the proposals in depth.&nbsp; We are also excited to announce that we will have John Spence, the author of Awesomely Simple, present the keynote address, “Excellence in the New Normal.”&nbsp; During his keynote, John will share global best practices around the ideas of embracing change, business excellence, and creating a culture of accountability and disciplined execution.&nbsp; John will also conduct an afternoon breakout workshop, “Leader of the Future” that is focused on the key characteristics that high potential employees look for in a leader they would willingly follow.&nbsp; Based on proprietary research that John conducted, he will explore the seven critical characteristics that top talent looks for in an effective and successful leader.&nbsp; This is an excellent session for both current and emerging leaders. &nbsp;<br><br>As you look to make changes to your business plan in the new year, let IWPA help you get started on the right path.&nbsp; Learn to embrace change at the IWPA Convention.&nbsp; Register by December 20th to get the early bird discount. &nbsp;<br><br>]]></description>
