Testimony from the Coalition Working to Improve the Lacey Act Offers Specific Actions to Strengthen
the Lacey Act

Washington, DC –  Today in testimony before a subcommittee of the Committee on Natural Resources, members of the Coalition Working to Improve the Lacey Act outlined specific steps Congress should take to strengthen the Lacey Act, improve enforcement, facilitate compliance, and better achieve the policy goals of the law.

Specifically, we sought assurances that the law provide effective due process in seizure actions so that honest businesses that have made every effort to comply with the law can at least get their day in court, an option currently unavailable to them.

We also requested (1) that the scope of foreign laws under Lacey be clarified to include just those laws that are related to natural resource conservation and protection; (2) a clear exemption for material imported or manufactured before the 2008 amendment; and that (3) Congress address a declaration requirement that has been a costly and unreasonable burden on American companies and the government.

Our Coalition and the millions of American workers we represent understand the importance of protecting forests in a way that also creates and protects American jobs and industries, which is why we are recommending these improvements to the Lacey Act.
